Konsep Bina Kemudian Jual (BTS) telah dilancarkan pada 13 April 2007 oleh bekas Perdana Menteri, Dato Seri Abdullah Ahmad Badawi untuk menyelesaikan masalah projek pembinaan terbengkalai di Malaysia. Namun demikin, konsep ini tidak dilaksanakan oleh semua pemaju perumahan di Malaysia kerana komplikasinya. Kajian ini bertujuan untuk mengkaji konsep BKJ dalam Industri Pembinaan Perumahan dan kesannya kepada Pemaju Perumahan. Terdapat empat objektif utama yang disasarkan untuk kajian ini iaitu untuk menilai konsep BKJ berbanding dengan konsep JKB (Jual-Kemudian-Bina), untuk menjalankan temu bual dan soal selidik dengan pemaju perumahan berkenaan konsep BKJ dan JKB, untuk menganalisis temu duga dan boring soal selidik bagi menentukan kebaikan konsep BKJ berbanding konsep JKB, dan untuk mencadangkan satu rangka kerja untuk situasi menang-menang untuk pembeli dan pemaju perumahan. Kajian ini dilakukan dengan menjalankan kajian soal selidik, sesi temuduga, dan memperoleh sumber maklumat daripada pelbagai media. Daripada kajian ini, telah terbukti bahawa pemaju perumahan menghadapi lebih banyak komplikasi daripada manfaat manakala pembeli mendapat lebih banyak faedah berbanding dengan komplikasi melalui konsep BKJ. Isu utama yang menyebabkan situasi teragak-agak dalam melaksanakan konsep BKJ dalam kalangan pemaju perumahan di Malaysia adalah disebabkan sumber kewangan dan risiko yang tinggi. Konsep BKJ dikatakan tidak seimbang di mana ia gagal untuk memberi kebaikan kepada pembeli dan pemaju perumahan pada masa yang sama. Perkembangan Industri Pembinaan Perumahan akan lembap sekiranya konsep BKJ dikuatkuasakan. Oleh itu, konsep BKJ tidak sesuai untuk dilaksanakan di Malaysia. _______________________________________________________________________________________________________ The Build-Then-Sell Scheme (BTS) was first launched on 13th April 2007 by former Prime Minister, Dato Seri Abdullah Ahmad Badawi to solve the problems of abandoned construction projects in Malaysia. But until today it is not implemented by all the housing developers in Malaysia due to its complications. This study aims to investigate the BTS scheme in housing construction industry and its effects to housing developers. There are four main objectives targeted for this study which is to evaluate BTS scheme compared to STB (Sell–Then-Build) scheme, to conduct an interview and a questionnaire survey of housing developers for BTS scheme and STB scheme, to analyse the interview and questionnaire survey to determine the benefits of BTS scheme compared to STB scheme, and to develop a framework with a win-win situation for buyers and housing developers. The study was conducted by carrying out a questionnaire survey, an interview session, and sourcing information from various media. From the study, it is proved that the housing developers face more complications than benefits whereas buyers gain more benefits compare to complications through BTS scheme. The main issue which cause hesitations in implementing the BTS scheme among housing developers in Malaysia are mainly the financial resources and risk associated with it. There are imperfections in the way of practicing proposed BTS scheme in which it fails to benefit both buyers and housing developer at the same time. The housing construction industry will slow down, thus decrease Malaysia’s economy growth if BTS scheme is enforced by the Government. Therefore, the BTS scheme is not appropriate to be implemented in Malaysia at present.
