DD ENV 1991-4:1996 is a European pre-standard titled "Eurocode 1: Actions on structures - Part 4: Wind actions". It is a technical document that provides guidelines for determining the wind actions to be considered in the design of buildings and civil engineering works in Europe.
The pre-standard includes provisions for determining the basic wind speed, the turbulence intensity, and the wind directionality factor for a given location. It also provides methods for calculating the wind loads on different types of structures, such as buildings, bridges, and towers.
DD ENV 1991-4:1996 was published as a pre-standard by the European Committee for Standardization (CEN) and was later replaced by EN 1991-1-4:2005 Eurocode 1: Actions on structures - Part 1-4: General actions - Wind actions. EN 1991-1-4:2005 is now the official European standard for wind actions on structures.
