CHILL was developed by the International Telegraph and Telephone Consultative Committee (CCITT), which is now known as the International Telecommunication Union Telecommunication Standardization Sector (ITU-T). CHILL was designed for telecommunication applications, particularly for defining protocols and algorithms used in telecommunication systems. It provides features suitable for the development of complex telecommunication software, such as data manipulation, message handling, and protocol implementation.
