Projek pembangunan lebuh raya di Malaysia adalah luas, terutamanya di kawasan bandar di mana kadar tol meninggalkan impak yang besar ke arah pemegang konsesi dan pengguna. Tambahan pula, penentuan kadar tol di Malaysia sentiasa dipersoal oleh pengguna mengenai keperluanya dan bagaimana kadar tol tersebut ditentukan. Oleh sebab itu, tujuan kajian ini adalah untuk menentukan faktor-faktor kritikal dalam penentuan kadar tol bagi projek lebuhraya di Malaysia sedang dilaksanakan. Maklumat-maklumat utama bagi kajian ini telah dikumpulkan daripada projek perintis di lebuh raya Malaysia. Tambahan pula, temu bual juga dijalankan dengan kakitangan pengurusan atasan dari Lembaga Lebuhraya Malaysia (LLM) untuk mendapatkan maklumat awal asas. Oleh itu, keputusan temuduga ini telah digunakan sebagai sumber utama untuk mencapai matlamat kajian ini iaitu untuk menentukan faktor-faktor kritikal untuk penentuan kadar tol di Malaysia. Oleh itu, satu kajian kes yang terperinci telah dijalankan di Jambatan Sultan Abdul Halim Mu'adzam Shah untuk mencapai matlamat melalui analisis Analytic Hierarchy Process (AHP). Keputusan yang telah diperolehi daripada analisis ini adalah bahawa faktor utama yang paling penting dalam membuat keputusan kadar tol adalah kos operasi dan penyelenggaraan. Selain itu, terdapat 3 faktor sub yang sangat diutamakan untuk penentuan kadar tol yang merupakan naik taraf dan pembaikan jalan yang sedia ada, meningkatkan keselamatan jalan raya dan Keluaran Dalam Negara Kasar (KDNK). Oleh itu dengan mengenal pasti dan menentukan hierarki faktor kritikal yang terlibat dalam penentuan kadar tol, ia akan memberikan gambaran yang lebih jelas kepada pengguna. Selain itu, hal ini akan menggalakkan kepuasan pengguna dan boleh berfungsi sebagai garis panduan kepada badan-badan kerajaan. _______________________________________________________________________________________________________ Highway projects rapid development in Malaysia has been vast, especially in urban areas where the toll rate leaves a massive impact towards the concessionaire and the users. Furthermore, the toll rate decision making in Malaysia have always baffled the user as to the need of it and as to how it is being determined. Thus, the aim of this study is to determine the critical factors in which the decision for the toll rate for highway projects in Malaysia is being implemented. The key informations for this research has been gathered from a pilot project of a highway in Malaysia. Furthermore, an interview was also conducted with the top management personnel from the Malaysian Highway Authority (MHA) in order to obtain the fundamental initial information. Thus, the results of these interviews were used as the main source to achieve the aim of this study which is to determine the critical factors for toll rate decision making in Malaysia. Thus, an extensive case study has been conducted at Jambatan Sultan Abdul Halim Mu’adzam Shah in order to achieve the aim through Analytic Hierarchy Process (AHP) analysis. The result that have been obtained from this analysis is that the most important main factor in toll rate decision making is the operation and maintenance cost. Besides that, there are 3 pre dominant sub factors that are highly prioritized for toll rate determination which is the upgrade and improvement of existing roads, improving safety of roadway and gross domestic product (GDP). Thus by identifying and ranking the critical factors involved in toll rate decision making, it will provide an insight view where it gives a clearer picture
