Pembangunan infrastuktur yang pesat di kawasan bandar terutamanya meninggalkan impak yang besar terhadap prestasi sektor awam dan sektor swasta. Prestasi dalam perancangan dan pembinaan aset lebuhraya terutamanya dilihat semakin hari semakin hambar dalam beberapa aspek. Jadi, objektif utama kajian ini adalah untuk mengukur tahap prestasi lebuhraya-lebuhraya di Malaysia samada dibawah kontrak Public Finance Initiative (PFI) atau kontrak Public Private Partnership (PPP). Maka, perlaksanaan berkesan sesuatu projek lebuhraya boleh dinilai melalui prestasi pendapatan kasar serta kepuasan pengguna lebuhraya tersebut. Maklumat kajian ini diperoleh atas kerjasama sebuah syarikat konsesi yang memegang beberapa lebuhraya beroperasi di sekitar Lembah Klang. Beberapa sesi temuramah dengan personal pengurusan turut dijalankan di Lembaga Lebuhraya Malaysia. Maka, hasil daripada temuramah dijadikan sebagai sumber utama untuk mencapai tujuan utama kajian ini iaitu untuk menilai prestasi lebuhraya-lebuhraya di Malaysia disamping laporan laporan dan data yang disediakan oleh pihak konsesi dan pihak berkuasa lebuhraya. Maka, dengan itu, kajian ini adalah sangat penting untuk mengenalpasti faktor-faktor mempengaruhi kejayaan sesebuah lebuhraya dari perspektif konsesi itu sendiri, pihak berkuasa lebuhraya sebagai wakil kerajaan dan kepuasan pelanggan yang menggunakan lebuhraya tersebut. Jelas di sini, memahami kaedah penilaian terhadap projek lebuhraya di Malaysia adalah sangat penting demi memastikan kualiti lebuhraya beroperasi di Malaysia seterusnya menjadikan kajian kes ini sebagai model untuk lebuhraya-lebuhraya yang baru di peringkat perancangan untuk dijadikan sebagai contoh dan beberapa perkara yang perlu dititikberatkan semasa, sebelum dan selepas lebuhraya tersebut dilaksanakan dan diimplementasikan di Malaysia secara amnya.

Rapid infrastructure development, especially in urban areas leave a large impact on the performance of the public sector and the private sector. Thus, the primary objective of this study to measure the performance of the highways in Malaysia, whether under the Public Finance Initiative (PFI) contract or Public Private Partnership (PPP) contract. Hence, the effective implementation of a highway project performance can be assessed through gross revenue and customer satisfaction. Key information about this research has been gathered from concessionaires of highway projects in Klang Valley area. A number of extensive interviews with management personnel from the Malaysian Highway Authority (MHA). Thus, the results of the interviews were used as the main source to achieve the main objective of this study which is to evaluate the performance of highways in Malaysia. Owing to private and confidential of the selected case study, the finding of this research highlighted the case study as the AKLEH Highway. However it is, this study is significantly important to identify the factors influencing the success of the highway from the perspective of concessions itself, highway authorities as government representatives and customer satisfaction levels. Thus, by evaluate the performance of highway in Malaysia, the quality and current practices of the highways can be improved towards the sustainability to properly manage and operate the highway in Malaysia.
