Dalam perancangan pengangkutan, fungsi kelengahan adalah penting dalam pengumpulan perjalanan untuk mengumpulkan traffic dalam rangkaian jalan. Dalam aplikasi EMME 4 untuk pemodelan rangkaian jalan sebenar, persimpangan berlampu isyarat tidak ditakrifkan dengan baik. Semua pembelokan yang dimodel dalam EMME 4 secara amnya ditentukan oleh fungsi kelewatan pembelokan (TPF), yang menghasilkan masa untuk satu pcu pembelokan dalam minit. TPF pada asasnya adalah automatik di mana semua pembelokan umum dibenarkan dan tidak dihukum kecuali pembelokan-U yang dilarang. TPF boleh diubah untuk menunjukkan kewujudan persimpangan berlampu isyarat dan membezakan daripada belokan umum. Oleh demikian, kajian ini bertujuan membina TPF dengan parameter input yang menyumbang kepada ketepatan ramalan yang tinggi bagi jumlah pembelokan di persimpangan berlampu isyarat. Model Kelewatan Webster yang berkaitan senario kelewatan seragam digunakan dan garis panduan bagi sepuluh TPF dihasilkan berdasarkan tujuh persimpangan berlampu isyarat di Parit Buntar. TPF adalah berdasarkan tiga parameter input, iaitu masa hijau lorong, kapasiti lorong dan masa kitaran persimpangan berlampu isyarat. Perbandingan menggunakan pembelokan scatterplot dalam EMME 4 antara jumlah pembelokan sebenar di tujuh persimpangan berlampu isyarat dengan jumlah ramalan auto dijalankan demi kesahihan TPF yang dibina. Kesan TPF terhadap peruntukan perjalanan disiasat berdasarkan masa perjalanan yang dihasilkan. Berdasarkan kajian, TPF menunjukkan kewujudan persimpangan berlampu isyarat demi menyerupai rangkaian jalan yang sebenar serta menggambarkan jumlah pembelokan trafik yang sebenar di persimpangan berlampu isyarat untuk memastikan peruntukan perjalanan dalam EMME 4 dikalibrasikan dengan baik. _______________________________________________________________________________________________________ In transportation planning, delay functions are essential in trip assignment. In an urban area, signalized intersections contribute to significant delays, causing high impacts on travel time. EMME 4 is the software for travel demand modeling, forecasting, and transportation planning system. Utilizing EMME 4, in modeling the actual road network, signalized intersections are not well defined which affects the output of the trip assignment. All turns modeled are generally abided by a function named turn penalty function (TPF), which generates time taken for a turn in minutes. TPF in default is on auto mode where all turns are allowed and non-penalized except U-turns, which are prohibited. TPF can be altered to indicate the presence of signalized intersections and further distinguish turns at signalized intersections from the general turns. Hence, this research conducted is to develop TPF with input parameter which contributes to high prediction accuracy of turning volume at the signalized intersections. In the development of TPF, Webster’s Delay Model is adopted with regards of the uniform delay scenario and guidelines of ten TPF are developed based on the seven signalized intersections in Parit Buntar. TPF is implemented and altered based on three input parameters namely: lane’s green time, lane’s saturation flow and signalized intersection’s cycle time. Comparison by utilizing turn scatterplot in EMME 4 between the actual turning volumes at the seven signalized intersection with the predicted auto volume is conducted to ensure the validity of the TPF developed. In view of the TPF implemented, its effects in trip assignment are investigated based on the travel time generated on each link. Based on the study conducted, the TPF developed is utilized to indicate the presence of signalized intersections in resembling the actual road network; and to reflect the actual turning traffic volume at signalized intersections to ensure trip assignment in EMME 4 is well calibrated.
