Dalam perancangan pengangkutan, kelewatan rantaian dan kelewatan pembelokan perlu dipertimbangkan dalam pengagihan lalu lintas. Kelewatan rantaian merupakan kelewatan masa disebabkan oleh sikap pemandu. Kelewatan rantaian juga merupakan fungsi untuk menerangkan hubungan antara kelajuan dan aliran lalu lintas. Dalam aplikasi EMME 4.2, fungsi kelewatan rantaian berasal dari Bureau of Public Roads (BPR). Oleh itu, sebelas fungsi kelewatan rantaian digunakan untuk membetulkan lalu lintas rangkaian model. Setiap jalan atau lorong akan ditentukan dengan fungsi kelewatan rantaian. Selain itu, kelewatan pembelokan juga amat penting dalam pengagihan lalu lintas. Kelewatan pembelokan merupakan kehilangan masa ketika pemandu membelok di persimpangan berlampu isyarat. Ketika mencari sumber untuk menghasilkan fungsi kelewatan pembelokan, didapati bahawa hanya sedikit penyelidikan yang mempertimbangkan fungsi kelewatan pembelokan. Dalam penyelidikan yang lalu, ramai penyelidik mengandaikan fungsi kelewatan pembelokan tidak penting dan boleh diabaikan. Oleh itu, fungsi kelewatan pembelokan dihasilkan daripada model kelewatan Webster, dengan mempertimbangkan pelbagai situasi seperti aliran setara, aliran tidak setara dan kesesakan aliran. Masa untuk lampu hijau, masa kitar persimpangan berlampu isyarat dan kapasiti lorong merupakan parameter yang penting dalam kelewatan pembelokan. Oleh itu, 12 fungsi kelewatan pembelokan telah dihasilkan untuk membetulkan lalu lintas rangkai model. Perbandingan antara jumlah sebenar kenderaan berbelok dan jumlah ramalan auto telah dijalankan untuk mengenalpasti sama ada fungsi kelewatan pembelokan sesuai untuk digunakan dalam model. Jika perbezaan antara dua data amat besar, fungsi kelewatan pembelokan perlu dipertimbangkan semula. Fungsi kelewatan pembelokan juga diuji atas jalan bagi laluan dan jalan belok terus. _______________________________________________________________________________________________________ In transportation planning process, link delay and turn delay functions are necessary to be considered in trip assignment. Link delay functions provided the delay time on a road which is caused by the driving behaviour of road users. Link delay is the delay functions to describe the speed-flow relationships in the travel demand network. In traffic assignment, link delay functions can also be expressed in terms of travel time or cost on a road network link. The default link delay functions used in EMME 4.2 is modified from Bureau of Public Roads (BPR) function. Hence, eleven link delay functions are used to calibrate the road network model. Each of the lane in the transportation model is assigned with different link delay functions. While turn delay functions is the delay in terms of time where it causes the lost time when the vehicle is turning at signalized intersection. In EMME 4.2, turn delay functions in default is on auto mode where all turns are allowed and non-penalized except U-turns, which are prohibited. There are limitation of findings and research where the turn delay functions are not utilized in the model with the assumption of insignificant effect of turn delay functions. Hence, turn delay functions are developed based on the Webster delay models namely uniform delay model, random delay model and overflow delay model. The essential parameters such as green time, cycle time and saturation flow are applied in turn delay functions to calibrate the road network model. Hence, twelve turn delay functions are developed to calibrate the model. To calibrate the road network model, the comparison between predicted turning volume and actual turning volume is analysed. Besides that, turn delay functions are also applied on the continuous yield lanes and giveway lanes. But in this case, turn delay functions are not depend on green time and cycle time, but they are depend on the speed travel of vehicles.
