Utiliti bawah tanah oleh pembekal kuasa termasuk Tenaga Nasional Berhad (TNB) memberi banyak kesan negatif kepada alam sekitar dan keselamatan awam. Kerja-kerja ini memberi risiko yang banyak kerana jumlah kes kemalangan telah meningkat disebabkan prosedur kerja yang tidak betul selepas kerja-kerja penggalian dijalankan. Objektif kajian ini adalah untuk mengenal pasti skop prosedur semasa kerja-kerja utiliti bawah tanah yang dijalankan oleh Tenaga Nasional Berhad (TNB), mengkaji semula prosedur kerja sama ada mereka mengikuti garis panduan yang ditetapakan atau sebaliknya, serta mencadangkan satu dasar standard melalui Pusat Setempat. Pada awal kajian penyelidikan, ulasan sastera dengan membaca jurnal dan garis panduan dari Jabatan Ukur Dan Pemetaan Malysia (JUPEM) dan Jabatan Kerja Raya (JKR) telah dibuat. Selain itu, kaedah yang terlibat dalam kajian ini adalah kaedah temubual, analisis skop semasa prosedur dan kemudian menjelaskan kedua-duanya secara terperinci. Akhirnya, satu dasar standard dicadangkan kepada kerajaan dengan mengikuti dasar utiliti bawah tanah dari negara-negara lain sebagai model. Kesimpulan daripada keputusan yang diperolehi, skop prosedur telah wujud tetapi penguatkuasaan tidak dipatuhi sepenuhnya oleh organisasi yang bertanggungjawab, sekali gus menyebabkan prosedur kerja tidak betul dan tidak berkesan. Oleh itu, cadangan dasar standard melalui Pusat Sehenti bagi Tenaga Nasional Berhad (TNB) merupakan satu usaha yang terlibat secara langsung dalam kerja-kerja utiliti bawah tanah. Dasar-dasar yang dicadangkan boleh menyelaraskan sumber data pemetaan utiliti untuk semua organisasi utiliti, keselamatan di tapak kerja melalui 'Polisi Dial Sebelum Anda Korek’ ke arah mengurangkan kerugian akibat kemalangan kerja-kerja utiliti bawah tanah untuk digunakan oleh generasi akan datang. _______________________________________________________________________________________________________ Underground utility works by power providers including Tenaga Nasional Berhad (TNB) give many negative impacts to the environment and public safety. These works had initiated risks since the number of accident cases has increased due to improper working procedures after digging works are carried out. The objectives of the study are to identify the present scope of procedures on underground utility works adopted by Tenaga Nasional Berhad (TNB), to review the work procedures as to whether they are following the specified guidelines or otherwise, and to propose a standard policy for the One Stop Centre. At the beginning of the research study, literature reviews by reading journals and guidelines from Jabatan Ukur Dan Pemetaan Malysia (JUPEM) and Jabatan Kerja Raya (JKR) were carried out. Other than that, the methodologies involved in this research are interview method, analysis of present scope of procedures and both are explained in detail. At the end, a standard policy is proposed to the government by following underground utility policies from other countries as a role model. As conclusions from the results obtained, the scope of procedures are available but the enforcement was not followed truly by the responsible organisation, thus causing improper and ineffective working procedures. Therefore, it was an effort to propose a standard policy under the One Stop Centre for Tenaga Nasional Berhad (TNB) which is directly involved in underground utility works. The proposed policies can synchronised works on of utility data mapping sources for all utility organisations, safety at work sites and ‘Dial Before You Dig Policy’ so that the loss due to accidents of underground utility works can be reduced in the next generation.
